This is a fun troll build for PVP and dueling.
This maximizes your Shatter Window so that you can Spam Scotch and Fire blast to Crit, Ignite, Impact or all three.
Frostbite 15%, Impact 10%, and Ignite related to your Crit% which with max level gear will surpass your Frostbite and Impact Procs. You get the Three Great Frost Talents, Iceblock, Ice Barrier and Cold Snap, as well as 5/5 winter's Chill and 3/3 Improved scorch.
You basic rotation is Frostbolt and Scorch (look mom, 2 spells! Fancy!) Your aim is to stack up your vulnerability debuffs to 1-2 stacks each.
Once your target is frozen, either by frost nova or a frostbite, you are in the burst window.
From there, work in fire blast, and save the Cold of Cold as the freeze is ending, with any luck triggering a frostbite. Scorch is a quicker cast and can proc ignite which can stack. Frostbolt hits harder with higher crit potential but is a slower cast; chose your priority in the moment.
Once your target is frozen again, repeat the burst window saving fireblast for frozen targets; it will hit harder, but fireblast is also a good finishing spell.
Once you get a feel for the cooldown you can see you have a lot of control over one target, and even have pretty good control over 2 to 3 target. Frost nova (frostbite) Cold snap; there are times when it feels Frostbite isn't procing but you will see a Frostbite Proc during your Cold Snap cool down. and you sell back to back impact and frostbite procs off of frostbolt scorch and fireblast sequence.
